Each year, the French Ministry of Europe and Foreign Affairs invites around 75 young foreign personalities to visit France as part of its Future Leaders Invitation Programme (PIPA).
Created in 1989 and placed under the responsibility of the Centre d'analyse, de prévision et de stratégie (CAPS) of the Ministry for Europe and Foreign Affairs, the Future Leaders Invitation Programme (PIPA) offers these future leaders from the political world or civil society the opportunity to stay in France to hold high-level meetings related to their activities.
Far from stereotypes and misconceptions, the programme aims to provide these future personalities with a thorough knowledge of France, based on high-level professional contacts corresponding to their activities and interests. It also aims to foster the creation of special links with our country.
Based on the themes suggested by the guest (institutions, political life, international relations, economic and social issues, etc.), a personalized study and meeting stay is organized. The one-week course includes a variety of interviews and field visits, both in Paris and in the provinces.
The implementation of PIPA is carried out by the Office of the Future Personalities Invitation Program at the Centre for Analysis, Forecasting and Strategy of the Ministry of Europe and Foreign Affairs in coordination with diplomatic and consular posts. They propose the candidates, meet with the guest before his departure and ensure the follow-up of the visit on the return of the winner. These privileged links are perpetuated through the creation of networks of beneficiaries of the programme.
