The Future Leaders Invitation Program (PIPA) received Ms. Céleste ASCENCIO, senator from the State of Michoacán in Mexico, for a study stay in France from January 19 to 23, 2026.
The visit was structured around meetings with privileged interlocutors, on the following study topics: defense of human rights, fight against insecurity and culture of peace; policies relating to natural and cultural heritage and sustainability; music and culture as tools for social transformation; as well as the interinstitutional mechanisms of programs for the social integration of migrants and the fight against trafficking in women.
Rich institutional meetings
The week began with an interview in the Senate where Mrs. Céleste ASCENCIO was received by Dominique VERIEN, the president of the delegation for women’s rights and equal opportunities between men and women. The discussions focused mainly on the fight against violence against women and within the family, as well as on the mechanisms put in place in France and Mexico to achieve parity in politics. The intention has been expressed to work on strengthening 200 years of friendship between Mexico and France, which will be celebrated in autumn 2026.
Received at the City Hall by Jean-Luc ROMERO-MICHEL, the deputy mayor of Paris in charge of human rights, integration and the fight against discrimination, it was a warm exchange focused on the rights of people living with HIV; recognition of the rights of LGBTQIA+ people; and on issues related to end-of-life. Senator ASCENCIO was keen to offer her interlocutors emblematic books of the causes she defends: Enrique de Andres Manuel López Obrador, Historia de una chang by Claudia Sheinbaum Pardo, and MujerEs Michaoacán, a book she coordinated.
The senator also met with Lénaïg LE BAIL, the police commissioner at the national directorate of the judicial police, head of the Central Office for the Suppression of Human Trafficking. The discussion focused, among other things, on the respective positions of France and Mexico on how to consider sex work and human trafficking.
In addition, Mrs. Céleste ASCENCIO was received at UNESCO where it was discussed to consider the means of cooperation between the states of Mexico, to empower local communities to prevent crime and violence that are rampant in this Mexican state of Michoacán. Concrete areas of work were addressed: the implementation of workshops on tolerance and social inclusion; and the sharing of experiences between states based on the Guanajuato model, where sport is a tool for prevention. For the record, the city of Morelia, capital of the state of Michoacán, is listed as a UNESCO World Heritage site.
